lures - live bait, carp type baits, spinners , spoons , plugs (at all depths including topwater work ) but they are finicky and the right bait that day has to be found out the old way. change out hooks and split rings on lure as substandard stuff will be busted wide. upgrade hooks on mepps as vmc's are straightened out by these fish.
tackle - medium heavy at least although small fish are great sport on light tackle. larger fish (my pb is 22 lbs) need uptide rods and large spinning or conventional reels. mono is the prefered line as the fish tend to cut braid on the rocks in the rapids.
tactics - depend on the water. if in a deep pool with few snags the fish may be allowed to take... less
